Atty. Juliana Ballesteros-Carbon is a distinguished Lasallian professional whose career exemplifies integrity, service, and leadership across public service, civic engagement, and professional organizations. Her journey began at La Salle College in 1980, where she was part of an experimental accounting class under Brother George Darzen, known for its advanced curriculum. Beyond academics, she actively participated in cheerleading, student council, and various school activities, cultivating lasting friendships and networks that shaped her holistic approach to leadership. After graduating in 1984 and passing the CPA Board Examinations, Atty. Carbon joined the Bacolod City Water District in 1985. Her early work focused on improving accounting systems, customer service, and human resources processes. Among her first innovations was creating a financial statement template using Multiplan, which reduced preparation time from weeks to five hours—an early testament to her drive for operational excellence. In March 2015, she briefly joined the prosecution service but returned to the Water District in August 2017. Over the years, she introduced the "LIVES" framework—Loyalty, Integrity, Vigilance, Excellence, and Servanthood—driving organizational development and fiscal stability. By the time she retired as General Manager in 2020, the district had amassed over 200 million pesos in its coffers.
