To boost community welfare of Toboso residents, the University, the Toboso Local Government Unit (LGU) and VEMADECO Energy Cooperative signed two Memoranda of Understanding (MOU) on September 18.
Present during the signing were University President Br. Joaquin Severino S. Martinez FSC, DMin, VEMADECO Chairman Sonny Boy B. Garcia, Toboso Mayor Hon. Richard M. Jaojoco, and former Governor, Hon. Gov Rafael L. Coscolluela, as the Provincial Consultant on Energy and Environment.
The first MOU focuses on renewable energy in Barangay Bug-ang, Toboso.
In partnership with the Toboso LGU and VEMADECO, the University’s College of Engineering will conduct a research and development project to study household energy use patterns and promote conservation strategies to sustain the VEMADECO Hydropower Plant, which has provided affordable and sustainable electricity to local households since 2008.

The second MOU supports education through Toboso’s literacy program.
The University’s College of Education will support capacity-building initiatives for Day Care Center teachers and workers through training, needs assessments, pedagogy-focused programs, and classroom visits to strengthen the implementation of DSSD modules.
It also provides targeted literacy and numeracy interventions for Grades 1–3 learners to strengthen early education in the municipality.
The partnerships reflect USLS’s commitment to sustainable energy, quality education, and community development.
